Loin d’être d’accord avec sa thérapie, qui est foncièrement belligène, nous partageons son diagnostique. Du moins ce qui transpire dans cet extrait. Certes, plus de guerre ne resoudra rien, bien au contraire. Mais nier la complexité et l’implication de nos gouvernements dans l’escalation de l’embrasement au moyen orient ne nous menera point á des solutions éfficaces.

Prof. Galtung probably means that the problem is in the relation more than in one particular actor’s attributes. The solution to the violent interaction is to transform the interests that underlie the interaction. Telling the west, that it is responsible for the escalation into a war, is not part of the solution. It is part of the diagnosis. For a solution, his peace formula would have to be tried at the macro level:
